WHO agrees compensation fund for serious COVAX vaccine side effects


  • A no-fault compensation package has been accepted by the World Health Organization for reports of severe side effects in people in 92 developing countries as a result of receiving Covid-19 vaccines via the COVAX sharing programme, addressing a major concern among recipient governments.

  • The programme, which the WHO said was the first and only globally operational vaccine injury compensation scheme, would provide “a fast, fair, robust and transparent process” to qualified people, the WHO said in a statement.

  • The COVAX policy seeks to dramatically minimise the need for recourse to the civil courts by offering a lump-sum no-fault payout in full and final resolution of all claims, a potentially long and expensive one.

  • Questions on how reimbursement cases will be treated in case of any significant side effects of the Covid-19 vaccine, which are likely to be very rare, were a concern for countries due to the COVAX plan to get Covid-19 shots.

  • Countries that finance their own vaccine procurement for Covid-19 also prepare their own liability plans.
